AS PART OF A REVIEW OF NATIONAL SPACE AND technology policy, the Clinton Administration plans, by Executive Order this spring, to direct the Department of Defense to turn off the "selective availability" of Global Positioning Satellite signals. SA has kept commercial GPS receivers from being as accurate as their military counterparts. The Presidential directive to the military will bypass Congress entirely.

"The timetable is the question. That will depend on what latitude the DOD gets in the order to make its adjustments," said Jim White, public relations manager at GPS manufacturer Magellan Systems Corp.
