In March of 1995, the city council of Irving, Tex., witnessed something unusual. Before the council stood a team of 17 finance department employees with a two-year plan to revolutionize the city's finance, purchasing, payroll, and inventory management operations.
In addition to proposing more than 30 fundamental changes across four major areas of the 51-person operation, the employee team also laid out a plan to achieve a 30 percent reduction in personnel, resulting in estimated annual cost savings to the city of approximately $600,000 per year. And they made these recommendations with a smile.
