The Community Activist Policing (CAP) Program of Monrovia, Calif., took top honors in the city category of the 1996 Public Service Excellence Awards. sponsored by the Public Employees Roundtable. Special recognition awards also went to Indianapolis, for its competition and costing program initiatives, and to Anoka, Minn., for a juvenile justice diversion program.
The three cities and twelve other federal, state, and local government winners were honored at a "Breakfast of Champions" ceremony on Capitol Hill to kick off the eleventh annual celebration of Public Service Recognition Week.
