More than two million reported crimes are on police records and more than half of the crime scenes have not been attended to by forensics experts.
The criminal justice system in the country relies more on evidence from eyewitnesses rather than on forensic evidence and this is because of understaffing in 91 offices nationwide.
At a review of the criminal justice system yesterday in Pretoria, Deputy Justice Minister Johnny de Lange said this was one of the best kept secrets.
De Lange said he had been shocked after a visit to the forensics department.
