PHILADELPHIA--May 16--A Philadelphia businessman Wednesday sued a local limousine service and its parent company in U.S. District Court, alleging in a class-action complaint that the company regularly overcharges passengers through deceptive billing practices.

Carey Limousine Philadelphia Inc. of Essington and its parent company, Carey International Inc. of Washington, bilk passengers through a vaguely defined "Surface Transportation Charge," which is added to the base fare, taxes, tips, tolls and other expenses, according to the suit.

Calls to Carey's Philadelphia office and its Washington headquarters were not returned.
