WASHINGTON _ A chilling message from Moscow raised a specter that could only ripple fear through Bill Clinton's re-election campaign.
Last Thursday, rivals in Russia's June 16 presidential campaign began warning darkly that civil war may break out by fall if the Communists win. That's probably just overheated political rhetoric, analysts here say, but it is a reminder that Russia may be teetering on the brink of instability.
Likely or not, the specter of Russia's sinking into turmoil next fall is exactly the kind of foreign crisis Clinton hopes to avoid before U.S. voters go to the polls Nov. 5 to choose between him and Republican Bob Dole.
