AN INDEPENDENT assessment of Chesapeake's Police Department, perhaps the first in the agency's history, should encourage residents, beat cops and the command staff. New Chief Kelvin Wright must tackle some problem areas, but the recommended changes are minor. The department earned kudos for doing lots of things well.
