MORALE in the civil service is at its lowest ever level, according to a union official.

Almost 80 per cent of the thousands of workers have thrown out the latest bid to end a long-running pay dispute and while strike action is considered a last resort, it has been admitted staff frustration is growing.

It is feared the wages row could damage the relationship between government and the civil service.
