Malagasy fishermen are fuming at a new fishing agreement ratified by the European Parliament in mid February. This could be the start of a long and continent wide fisheries row, reports Francois Misser.

The fisheries agreement between the European Union and Madagascar, extended for three more years until 1998 this February, has changed nothing. It is, to all intents and purposes, business as usual in Malagasy waters.

Yet the apparent harmony of interests that have left the deal untouched do not extend to many of those who actually operate the system, and suffer the results -- Madagascar's own fishermen.
