Somewhere between Imelda Marcos' closet--where another shoe is always dropping--and the proverbial light at the end of the tunnel, there travels the quarter-century-old National Railroad Passenger Corporation.

Better known as Amtrak--a contraction of the words "America" and "track"--its coast-to-coast name identification rivals that of Coca-Cola. No wonder Congress receives more handwritten letters favoring Amtrak than in support of Social Security.
