MOSCOW _ The Caspian Sea has received a lot of international attention of late, centered around two issues: sea level rise and oil exploitation. Sea level rise is a scientific issue in the sense that researchers do not really know why the level of the Caspian is rising. It has gone up more than eight feet since 1977. It has fluctuated in the past and will surely continue to do so in the future.
