Zambian president Levy Mwanawasa, who died on Tuesday after suffering a stroke last month, has left an encouraging legacy for Africa. Little was expected of him when he took over in 2002. He had suffered head injuries in a car accident and his predecessor Frederick Chiluba had apparently hand-picked him as his successor precisely because he thought he would be too weak to pursue corruption charges against him and his cronies. But he showed his independence immediately by doing just that, though perhaps not as effectively as one might have hoped.
He also implemented sound and conservative economic policies, including cutting back on government spending.
