Article: Clinton backs legislation for interracial adoptions and adoption tax credit.

The House recently approved legislation that would not only penalize states whose adoption agencies delay placing a child in order to find a family of the same race but also give most adoptive families a $5,000 tax credit.

House lawmakers voted 393 to 15 to pass the bill and send it to the U.S. Senate, where similar legislation is pending. President Clinton enthusiastically endorsed the bill in a letter to GOP House leaders prior to the vote.
