THE Lord Mayor of Portsmouth has shocked fellow councillors by using special powers to call off an emergency meeting.
It is the first time in the council's history that the lord mayor, currently Councillor Fred Charlton, has used powers of veto, and it has provoked accusations of secrecy from opposition councillors.
A special council meeting had been called to discuss concerns over the city's [pounds sterling]360m Northern Quarter development.
A cross-party group of six councillors had requested the public meeting because of a series of concerns raised by Commercial Road traders led by campaigner Mark Austin.
