Over the past decade, for a few minutes on Tuesday nights, she has held the attention of Fremont's most powerful political forum, the city council.
She comes dressed in black skirt, white blouse and carrying a stack of folders brimming with documents, newspaper clippings and petitions.
At the appointed time, she strides to the podium, clears her throat and launches a blistering verbal assault on the city's leaders. Their offenses are usually the same: Ignoring the will of the people, allowing construction in the hills, ravaging farmland _ and not keeping a proper count on horses. Or rats.
