It has been five years since Wilfried Martens, who turns 60 this month, was prime minister of Belgium, a post he occupied for a record 12 years. During that time, he was a pioneer advocate who presided over far-reaching changes. These changes helped to transform Belgium from a highly centralized state to a federal structure under which each of the country's regions and language groups (Dutch, French, and German) would largely become responsible for their own affairs. The final constitutional steps were taken under his successor, Jean-Luc Dehaene, but it was Martens who pointed the way.
