New York Assembly Democrats have proposed that the state's health care plans be allowed to negotiate reimbursement rates with hospitals.
In return for the right to negotiate, the health care plans would be required to contribute to a statewide pool, based on the size of the group they cover, to support public interest efforts such as graduate medical education (GME) and care for the uninsured.
Also included in the proposal is a provision that would allow the health care organizations to bypass negotiations, and pay a state-established rate instead.
