Insurance Department vacancies raise captive questions

GRAND CAYMAN, B.W.I. - A measure of uncertainty about who will be in charge of insurance regulation after July is tempering optimism about healthy growth in the world's No. 2 domicile.

Deputy Inspector of Insurance John Darwood, whose flexibility and business sense are widely praised by captive owners and managers, is working under a contract that has already been extended twice since 1994 and is to expire July 14. Mr. Darwood, who had been Cayman's first insurance regulator from 1980 to 1984, says he plans to return to his native England - probably sooner rather than later.
