ST. PETERSBURG--Jun. 15--For more than 25 years, Chuck Rainey and economic development have been synonymous in Pinellas County.
As a young lawmaker in the late 1960s, Rainey ushered through legislation that allowed Pinellas County to issue industrial revenue bonds to help it attract businesses. A year later, a statewide bill was passed in Tallahassee.
