At the end of this month India will begin to elect its new Lower House (Lok Sabha) for the 11th five year term. There are pointers to a hung Parliament. Apparently none of the political parties will be able to form the government. Even the 1991 General Election produced a hung Parliament. The Congress (I), the present ruling party over which Prime Minister Narasimha Rao presides, was not comfortably placed in the Lower House.
