Preston are facing a battle against red tape to make American midfielder Greg Dalby their fourth signing of the summer.
Preston North End admit the 22-year-old does not qualify for a work permit under normal immigration regulations.
So they will plead with Home Office officials to allow him in under the 'exceptional talent' ruling which Manchester United used to net Brazilian starlet Anderson last week.
"Apparently Greg fits all the criteria needed," said manager Paul Simpson after announcing he had agreed personal terms with the US Under-20s skipper.
