ROUND ROCK, Texas--Jun. 27--In 1990, Round Rock stopped charging companies to hook up to water and sewer services for new buildings in the city. The move was seen as an incentive that would help attract employers to Round Rock and bring it out of the economic slump that had hurt the region since the mid-1980s.
Six years later, Round Rock is a thriving economic center of Williamson County, one of the country's fastest-growing counties, and it still doesn't charge for the hookups.
Tonight, the Round Rock City Council will hear a staff report on the effects of the business-friendly policy that could prompt questions about whether it's still good public policy. No ...
