Russia has hit out at the EU for postponing the negotiations on a new partnership agreement in retaliation to Moscow's "disproportionate reaction" to the Georgia-South Ossetia conflict. In a statement issued after the special summit held by EU leaders on 1 September, the Russian Foreign Ministry said that the Union's decision "is a cause for regret". "As a whole, we believe that our partnership with the EU should not be hostage to differences of opinion," the statement said, adding that Moscow was ready for "constructive, fair cooperation" with the EU.
