The noose around Bosnian Serb leaders Radovan Karadzic and Ratko Mladic continues to tighten, twist and turn as they may. Riding high a year ago as Serb forces plundered Muslim-held Srebrenica, the two men now find their room to maneuver eroding by the day. Last week, their erstwhile patron, Serb President Slobodan Milosevic, delivered a blunt ultimatum to the Bosnian Serb elite: Replace Karadzic as president or face reprisals. Three days later, the Bosnian War Crimes Tribunal at The Hague began hearing charges against the two men in their absence in a fresh attempt to shame NATO troops in Bosnia into arresting them.
