FREDDY Shepherd is close to getting the votes he needs to appoint Glenn Roeder as Newcastle United manager.

Shepherd has been working overtime to get the approval of 16 other Premiership clubs, with the newly-relegated and promoted teams not being involved in the decision.

They have to decide whether Roeder can be allowed to take charge even though he has not completed his FIFA Pro Licence, a mandatory coaching badge for managers in Europe's top leagues.
