Despite its development of three bond-financed golf courses this year, the Oklahoma Tourism and Recreation Department plans to seek legislation in 1997 that would privatize the state's golf courses and lodges.

The proposal comes amid criticism about the viability of bond-financed golf courses - and the state's backing of golf course debt - at a time when some leaders say revenues are needed elsewhere. But tourism officials believe those issues could be addressed by developing courses that will be attractive to private investors.
