HANOI
NOBODY ever attended a Communist Party congress for thrills. But Vietnam's, which finished on July 1st, did at least make history on three separate counts, if not quite in the ways the party had advertised. The pecking order in the new 19-member Politburo was announced. For the first time, it included a woman. Equally unprecedented was the inclusion of Nguyen Dinh Tu, a nuclear physicist. Mr Tu had died on June 30th, but was included on the list for "organisational reasons".
