The prospects of successfully concluding the Doha Round negotiations of the World Trade Organization (WTO) in 2008 are minuscule. Even a basic agreement on major issues leaving details to be filled in later is highly unlikely. The best we realistically can hope for is an agreement this year on "modalities"--a framework, and little more, for further substantive negotiations. So what's gone wrong with Doha?
