A CONFIDENTIAL document drawn up by a French diplomat claims the Government is expected to propose a three-part solution to the Lisbon impasse when the European Council meets on October 15.
The briefing note published by the European Parliaments office in Paris for circulation among EU officials was written by Jean-Guy Giraud, who is in charge o f overseeing the Treatys ratification process.
The document purports to be based on discussions with Irish officials. However, last night Government sources denied it sum-marised Irish plans.
