Sep. 13--Here's another reason to shiver at what higher heating prices might bring this winter: Residents who use heating oil or propane to keep warm this winter won't be able to take advantage of the state's cold weather rule, should they not be able to pay their bills. That's because the rule, in effect from Oct. 15 through April 15, only forbids utilities from shutting off natural gas and electricity to customers. It doesn't affect companies that deliver heating oil or propane. About 6 percent of residents in Minnesota use heating oil or propane, according to the 2000 Census.
