SAN JOSE, Calif. -- It was a bright, sunny day in downtown San Jose in April 1988. But to Chip Bronk, it seemed pitch black. He was sitting in an office with an IRS agent who kept insisting that he increase his $1,000 weekly payments on back federal withholding taxes.

His business was on the brink of bankruptcy and had been evicted from its headquarters. Bronk was facing a $20,000 lawsuit from an unpaid vendor. He simply couldn't afford to pay the IRS more, he repeatedly insisted, all to no avail.
