"OVERCOME the reverse by developing popular war!", read flyers left at the site of one of a series of recent attacks by the Maoist guerrillas of the Shining Path. Peruvians had believed them all but defeated. Was not their chief, Abimael Guzman, captured in late 1992? He was. But haranguing journalists from inside a cage after his capture, he had asserted: "This is just a setback on the road." After three years of more-or-less calm, Peruvians have suddenly had to ask if he was right.
Recent weeks have brought two car-bombs, attacks against three firms involved in roadbuilding in the Andean highlands, and the occupation of a town in the coca-growing upper Huallaga ...
