A panel of four former Republican secretaries of state, spanning the presidencies of Nixon through Bush, criticized the Clinton administration for its practice of setting time limits to U.S. intervention in other nations and for a foreign policy that fails to discern true U.S. national security interests.

Henry Kissinger and Lawrence Eagleburger took issue with the view of Clinton National Security Adviser Anthony Lake that the U.S. has to be prepared to be engaged anywhere in the world, but for a limited time.
