To some, the above message - about a drug deal involving four people at College Library - may read like gibberish.
But for local police, such a missive may be a map to crimes that would otherwise go unnoticed.
Madison-area police hope to start accessing that knowledge soon by adding the option of anonymous text messaging to the Crime Stoppers program. For a software upgrade estimated to cost $5,000 to $7,000, tips typed in via cell phones could be processed in addition to the standard phone calls and e-mails the system already ...
