SAN JOSE, Calif. _ At a time when public school enrollments of disabled children are booming nationwide, special-education teachers are rapidly leaving their posts.
The shortage has become so great that some districts now offer signing bonuses to new recruits; others fill jobs with people who are not even certified to teach.
In California, more than one-fourth of the teachers who work with disabled students are not fully qualified to do so, according to researchers at the American Institutes of Research and San Diego State University. And as many as 30 percent of them leave the profession each year, state reports show.
