According to the National Golf Foundation, a municipality can safely consider building an 18-hole golf course whenever there are 30,000 people within a given area that are not accommodated by a daily fee layout. Smaller courses - nine-hole, executive, and par-three - can be built, however, to serve those areas with either population or land limitations.
