The National School Lunch Act program begins its 50th year this fall. That's 50 years of trying to improve the nutrition and health of America's kids despite:

_Attempts to cut its budget.

_Meddling by politicians.

_Lobbying by food producers.

_Kids who'd rather eat junk.

Any mother who has ever said, ``Eat it, it's good for you,'' knows this last problem is the biggest hurdle of all.

Just this month, the General Accounting Office, the investigative arm of Congress, reported that 42 percent of cooked vegetables served in schools are thrown away.
