Faced with the reluctance of Chinese authorities to engage, the EU's Development Commissioner Louis Michel has scaled down his ambition for a trilateral dialogue between the EU, Beijing and Africa to bridge the gap between their divergent approaches in the field of development. The College of the Commission will propose, on 15 October, to move towards a low key trilateral dialogue following a proposal by Michel. The communication calls for a cautious and gradual approach in order to avoid a Chinese backlash, according to the draft seen by Europolitics.
