SAN DIEGO, Sept. 23 /PRNewswire/ -- Today, California Governor Pete Wilson signed into law legislation opening up California electric industry to competition. In response, Donald Felsinger, president and chief executive officer of San Diego Gas & Electric, issued the following statement:
