Neotel Ltd., which is building South Africa's second fixed-line phone network, asked the Industrial Development Corp. for funding to expand its network.

``The IDC has received a funding request from Neotel,'' Mpho Mosweu, the head of technology investments for the Johannesburg- based state-owned finance company, said in an e-mailed response to questions today. The finance company said its considering the application, without giving further details.
