WASHINGTON -- As the administration continues its war on U.S. garment sweatshops, it is pursuing a less visible, but aggressive strategy to counter sweatshops of all kinds abroad.

That push is expected to gain momentum should President Clinton be reelected.

Labor Secretary Robert Reich has taken on the role of domestic and international sweatshop czar. During a recent interview in his office here, he discussed the administration's interest in eventually linking labor standards in foreign factories to access to U.S. markets.
