Sep. 26--The Port Authority illegally fired nearly 100 clerical and technical employees during two rounds of lay-offs over the past year, an arbitrator has charged.
PA executives ousted the workers without regard to seniority and failed to bargain in good faith or notify the union for four months about the moves, the arbitrator found in a recent report.
If a labor panel upholds the finding, the Port Authority could be forced to rehire 93 secretaries who are members of Local 1032 of the Communications Workers of America -- and shell out over $1 million in back pay and benefits to the employees.
That would be a major setback for the PA's downsizing ...
