BAGHDAD, Iraq--The man Americans love to hate is at it once again.
On August 31, Saddam Hussein. the dictator of Iraq, ordered his troops to help a rebel group gain control of the city of Erbil in northern Iraq. (See map.) The group is one of two major groups claiming to represent the Kurds, a people living in northern Iraq, western Iran, and eastern Turkey.
More than 40,000 Iraqi troops backed up by 1,000 tanks recaptured Erbil and gave control of the city to a Kurdish group that supports Saddam Hussein.
