Although federal laws are intended to improve student protection, American universities are encumbered by the resulting regulations.
America's colleges and universities are generally safer than our big city streets -- where violent crime is three times higher than in the nation as a whole. FBI Uniform Crime Reports indicate that while about 13 percent of all personal crimes nationwide are violent, on college campuses, only 3 percent of crimes are classified as such.
