Comment from the Beverly Foundation:
A 1992 Beverly Foundation study found that investment in staff development can achieve benefits beyond mere regulatory compliance, and that resources devoted to staff development programs are resources well spent.(*) Certainly that has been borne out in this program. It located the sources of an all-too-common problem in existing policies and practices, rather than fixing blame on external forces.
