The level of anti-consumer legislation introduced during this 104th Congress was unprecedented. Bills were introduced on a wide range of topics--from medical malpractice to products liability and insurance. These bills would have stripped away the rights of Americans to hold physicians, manufacturers, and drivers accountable for their negligent behavior. If enacted, this type of "tort reform" legislation would have been a disincentive for physicians to practice safe medicine, manufacturers to provide safe products, and individuals to drive safely.
