NEW YORK -- Public Agenda, the nonpartisan policy research and civic engagement organization, announced today that Philip K. Howard, Vice-Chairman of Covington & Burling and founder of Common Good, a non-profit, non-partisan legal reform coalition, is joining its board of directors.
