THERE is something reassuring about a powerful German chancellor who, when he wakes up in the middle of the night, is thinking-by his own admission- about raiding the refrigerator, not re-arranging the world. Helmut Kohl is a leader who at first looked cloddishly ordinary and has grown extraordinary, all the while retaining a quality of solid averageness that invites popular trust.
