ONE OF THE HOTTEST regions of the world for attracting new business are the states of the former Soviet Union, called the Newly Independent States (NIS), or more precisely, the Commonwealth of Independent States (CIS). These include: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. Doing business in this area presents many difficulties including extremely high unemployment and inflation, currency shortages, political instability, and even violence. Many firms that have entered the former Soviet market have found that the best approach is via exporting and/or establishing joint ventures.
