French regulator Cre has been notably silent since the working group on regulation of LNG terminals in France submitted its report in April. The regulator has not yet set tariffs for the nearly completed Fos Cavaou terminal or for four additional projects under development. Cre also needs to determine whether the new terminals will be exempted from third-party access.
The working group wrote a "liberal report," Colette Lewiner, chair of the working group and executive vice president of Capgemini, stressed in a recent interview--but it is not clear that Cre will follow this path (WGI Feb.27,p3). Cre was expected to announce a new tariff this month, but with ...
